I am not an expert on the subject, but I think a company has to be registered before a company can be listed on any exchange. In the SEC filing I posted CBBT's registration was revoked. When a company listed on the Big Boards is delisted it can end up on OTC exchange.

Those 685 million shares were very likely to have been mostly sold or all sold since it’s only among 3 lenders and equals more than 30% of the outstanding shares which require beneficial ownership reporting. There are no such filings on OTCM and the only 5% control person listed in the company’s lat
