                                Issue of Equity

ARC Risk Management Group Plc ("the "Company"), the AIM listed security
specialist, is pleased to announce that it has arranged a placing of 2,013,334
new ordinary shares in the Company at 1.5p, raising a total of #30,200.

The new ordinary shares have been placed with certain members of staff and with
certain Directors to provide additional working capital for the Company.

Details of the Directors' participation in the placing are as follows:

Application will be made to the London Stock Exchange plc for the 2,013,334 new
ordinary shares to be admitted to trading on AIM and dealings are expected to
commence on 12 November 2003.

Commenting on the placing, Chief Executive Rob Whiting said: "We are delighted
that certain senior members of staff have taken the opportunity to participate
in this placing, which demonstrates their commitment to the ongoing development
of ARC".
