         Carter & Carter signs UK's first College Partnership agreement

                          North Hertfordshire College


Carter & Carter Group plc ("Carter & Carter" or "the Group"), the leading
provider of learning solutions and outsourced support services, is pleased to
announce the signing of a College partnership agreement, with North
Hertfordshire College.


Commencing on 1st August 2007, the contract is for 10 years and is expected to
contribute revenues of around #1.75m in the first year with good opportunities
for growth thereafter. Carter & Carter will manage and deliver courses in the
areas of construction and motor vehicle engineering on an exclusive basis.


We anticipate that Further Education college partnership contracts will
typically be earnings neutral in the first year of operation reflecting the
investment and development of efficiencies and synergies during this period.
Thereafter these contracts will start to contribute to the overall profitability
of the Group.


Rodney Westhead, Chairman and Interim Chief Executive commented:

Hertfordshire College. This is the first College partnership of its type in the
UK and is important for the future for learners, employers and for Carter &
