In Sub-Pennyland they are IMO. Let's just agree to disagree. News trumps all in pennyland, particularly with a thinly traded ticker like $CYBL- charts can't tell us when news (good or bad) will come.

The 200 day moving average for LWLG is at $1.83 provides resistance until you have a close above that level and then when above it provides support at that level...
