He wants the US to be the center of production...which would be fine if the infrastructure for chips, cars, electronics, car parts and such were all rolled out 100% domestically.

It takes many years to establish foundries, plants and the like. Then additional time to get whatever regulatory approval, find the best staff and train them. The US has different work ethic from other countries, and higher expectations for pay and safety. It's not realistic to make the nation entirely self sufficient overnight.
