There definitely be a lot more dilution. $15 million doesn't even cover building the WV plant.

It literally can't. It's already under its monetary value in just pure cash. To be sub penny would put it at pretty funny margins. It would require significantly more dilution and for the factory to just not be built altogether. At this point, the factory is an inevitability and not a hypothetical anymore. So, they really only have to get through 6-7 more months and then they begin generating W.V factory money to offset costs. So, at a minimum, they stagnate and break even as a company month to month from there on out.

Yes, I'm moving the goal post. Bottom line is it's going back sub penny. The end result is still the same no matter how long it takes to get there.
