It's literally in the process of being completed and then sent to W.V and then funding is done and they break ground. Due to the agreement UPS will be doing this with several facilities in a "cookie cutter" method.

So if any other location pulls a w.v. UPS can just hand them a paper. Money appears. Funding done (short simple stupid description)

They have a signed contractor/ printer/engineer. At this point I'm not sure what else they could possibly do to secure money if this somehow falls through because this is more than many otcs have ever done.
