The land is owned by the State of Alaska.[38] Pebble Mines Corp. holds mineral rights for 186 square miles (480 km2) of the area, an area that includes the Pebble deposits, as well as other, less explored, mineral deposits.
Resources
In 2008, Pebble was estimated to be the second-largest ore deposit of its type in the world in terms of the value of the contained metal, slightly smaller than Indonesia's Grasberg Mine, which contains more metal in a smaller amount of ore than Pebble.[21]
The last resource estimate for Pebble, as at December 2017, was a measured and indicated resource of 6.46 billion tonnes of ore grading 0.40% copper, 0.34 g/t gold, 1.7 g/t silver and 240 ppm molybdenum. Contained metals in the resource (at 100% recovery) were 56.9 billion pounds of copper, 70.6 million troy ounces of gold, 3.4 billion pounds of molybdenum and 344 million ounces of silver. The estimate used a 0.3% copper equivalent cutoff.[22]
As of August 2020, gross value of the contained metals, 57% was from copper, and 27% from gold and 14% from molybdenum. Co-products including silver, rhenium, and palladium might also be recoverable.[22]

INCREASING AMERICAN MINERAL PRODUCTION: Today, President Donald J. Trump signed an Executive Order to boost American mineral production, streamline permitting, and enhance national security.
Agencies shall compile a list of all mineral production projects that have submitted a plan of operations, permit application, or any other approval request to that agency in order to expedite the review and advancement of those projects in coordination with the National Energy Dominance Council (NEDC).
Additional mineral production projects will be considered for FAST-41 status to streamline permitting.
New recommendations will be provided to Congress regarding treatment of waste rock, tailings, and mine waste disposal under the Mining Act of 1872.
The Secretary of the Interior will prioritize mineral production activities over other types of activities on Federal lands that hold critical mineral deposits.
The Secretary of Defense, Secretary of Energy, Secretary of Agriculture, and Secretary of the Interior shall identify additional sites that might be suitable for mineral production activities that can be permitted as soon as possible.
The Defense Production Act (DPA) will be used to expand domestic mineral production capacity.
Financing, loans, and investment support will be provided for new mineral production projects, including a dedicated critical minerals fund established through the United States International Development Finance Corporation in collaboration with the Department of Defense.
The Trump Administration will coordinate with private industry to ensure a stable and resilient domestic supply chain for critical materials, including critical minerals.
“Minerals” covered by the order include critical minerals, uranium, copper, potash, gold, and any other element, compound, or material as determined by the Chair of the NEDC, such as coal.
SECURING AMERICA’S MINERAL FUTURE: President Trump is boosting domestic mineral production to reduce U.S. reliance on foreign minerals, enhance national security, and create jobs.
Demand for critical minerals has been dubbed the “gold rush of the 21st century” due to their importance in emerging technologies.
The United States currently imports a significant portion of its minerals from foreign countries, creating economic and security risks, despite possessing a vast supply of critical minerals.
The United States is 100% import-reliant on at least 15 critical minerals, and imports of nonfuel mineral commodities make up more than half of U.S. consumption.
U.S. capacity utilization for the metal mining industry has declined for years.
China, Iran, and Russia control large deposits of several minerals critical to the U.S., posing a national security risk.
70% of U.S. imports of rare earths come from China.
A strong domestic mineral production industry would ensure U.S. companies can compete globally without overly relying on foreign supply chains.
Critical minerals are essential for U.S. military readiness, as they are key components in fighter jets, satellites, submarines, smart bombs, and missile guidance systems.
PRIORITIZING U.S. NATIONAL SECURITY: President Trump is committed to ending American dependence on hostile foreign powers for critical minerals.
Immediately upon returning to office, President Trump signed an Executive Order to make the U.S. “the leading producer and processor of non-fuel minerals, including rare earth minerals.”
President Trump also signed an Executive Order advancing the Ambler Access Project, a 211-mile industrial road through Northwest Alaska that enables commercial mining for copper, zinc and other materials.

In 2017, President Trump implemented a Federal strategy to ensure secure and reliable supplies of critical minerals.
In 2019, President Trump signed five Presidential Determinations finding that domestic production of rare earth elements and materials is essential to the national defense.

As the pressure mounts in acquiring Resources while Cutting back on Imports from China, I agree with you, now the United States would be required to change its approach in acquiring Domestic Critical Metals....... National Security will be the name of the game......... I do think the whole picture will be changing rapidly as the need for these Critical Metals is focused on Domestic Mining, and lifting this Stranglehold from acquiring Permits, etc......... Just to think how long it takes to get a Mine up and running, and if the USA continues to prolong this Green Scam, it is in danger........

Your are correct in theory. Under ANCSA and the 'Takings Clause' of the Constitution the US government could use eminent domain to force a road. However, it would not be easy nor quick. The US would need to prove in court that the road serves a genuine public purpose, if it can not then it could be deemed an unconstitutional taking. There are other avenues that could be explored, the State of Alaska has sometimes negotiated easements or land exchanges to facilitate infrastructure projects and the feds could pressure the State to negotiate with Pedro Bay Corp, While the legal framework exists for the feds to exercise eminent domain, applying it to ANCSA lands for the benefit of Pebble Mine, would be unprecedented and legally contentious. Think years or decades of litigation.

The World of Politics, however, is changing fast and to think of the changes that will come the next Four years when Strategies and New Resources will be needed to feed the manufacturing sectors of the day and future of our country. 1971 WAS 51 years ago, just before Nixon opened China to Imports....... In the history of the United States, if changes must be made, LAWS will be made in some way, to pave a NEW road...... National Security is number ONE, and Imminent Domain gives the Government the Power from the Fifth Amendment, to take Private land for public use, with JUST compensation........ It is only a matter of time when focus will change in Domestic mining, and knock out this GREEN Scam...........

Experts rally around Trump's under the radar executive order unlocking 'critical' project blocked by Biden
President Trump signed an executive order overlooked by some in the media on his first day of office that experts tell Fox News Digital will play a critical role in developing mineral resources in the United States.
"President Biden issued 70 executive actions that discouraged tapping into Alaska's natural resources and public lands access," Gabriella Hoffman, Independent Women’s Forum Center for Energy & Conservation Director, told Fox News Digital. "Unlike his predecessor, President Trump recognizes Alaska's potential to meet domestic energy and national security needs for reliable energy and critical minerals—including restoring the Ambler Access Project connecting to the Ambler Mining District."
Research by the University of Alaska Center for Economic Development on the economic impact of the project concluded that the development of the Ambler Mining District could create thousands of direct, indirect, and induced jobs and the project could mean a projected $1 billion for the state in revenue, mining license tax revenue, corporate income taxes, and production royalties.
"Ambler Road is the equivalent of a shoelace on a football field: a blip in the vast remoteness of Alaska’s wilderness," Power The Future founder and Executive Director Daniel Turner told Fox News Digital. "Yet somehow bureaucrats in DC who do not live there and cannot find it on a map have the authority to prevent Alaskans from developing their own land and growing their economy. It’s insanity."
"Critical projects in Alaska like Ambler Road and Pebble Mine and oil and gas exploration in ANWR which are held up by radical green ideologues have forced our dependency on China for these raw materials, compromised our national security, but also prevented our fellow Americans in Alaska from the prosperity and economic opportunities they deserve," Turner said.
