150-day process is a 3-stage process.

1.) 80 day
2.) 60-day clock stop (for RFI)
-Sounds like we haven't gotten those questions yet and expect to get them.

I would assume a lot of the delay time on any process not automated can be attributed to OTCM itself. I am sure that, like me, you have dealt with your share of agencies who take way longer than what seems reasonable to complete a task on their plate. OTCM has a monopoly and there are no consequence
