Well, see, their financiers filed suit against MULN a while back and in a very short legal process ordered Mullen to immediately issue unregistered free trading shares in compensation.

They may have assumed that the judge meant that they can do it whenever they want.

I'm sure someone here has the link, I couldn't find it.

In any case, the 100 million share trading day a few days ago couldn't have been possible without new shares coming to market.
