No way to know just now. I agree though, something going on behind the scene. Any shell that remains pink current will go up in value since the new rule change.

I think they are working behind the scene and will be out with EV or crypto if does not go through with lottery industry

No sign of Zhixiong Wei. Number is disconnected and website is down. I called the business now located at 2225 East Bayshore Road, Suite 200 Palo Alto, CA 94303, called "Pacific Workplaces" (650) 320-7600, and they said they had been there for a couple of years.

Well, it could be any number of things. They could be getting current with information, it just could be that it's a great shell prospect, or reverse merger prospect and so starting to attract some attention. Or, there could be something going on behind the scene that only insiders know about, so more activity. Or, no reason at all.

I have had this stock for several years. Recently the volume has been significantly more than in past years. However, the stock has not moved. My question is what does it take for a penny OTC stock to move? Obviously volume does not mean much. thx

As per your opinion you did not connect with anyone in any way like phone or email etc. how do you know then there is no board members with XCLL. After six years brand new post here. A few months ago XCLL ran to .0079

I really thought back in the day XCLL had huge potential. Unfortunately it never panned out. But it seems now even the Lotto business has been lost. I have tried to contact them for awhile, phone number is disconnected, board members not with XCLL anymore, emails always bounce. Now the OTC says 1 employee only used to be 98. The only hope I see for this is a reverse merger into this now shell. Or some call a custodian play? If that happened it could pop, since the float is low. This too could be a false hope and it gets delisted forever.

Pink companies will need to update their disclosure to ensure they comply with the new requirements.
• Alternative Reporting Companies: OTC Markets has updated the Disclosure Guidelines for Alternative Reporting Companies to include all the information required under amended Rule 15c2-11. Companies must follow the Guidelines to be designated “Current Information” or “Limited Information” and remain publicly quoted.
• Bank Reporting Companies: OTC Markets has created new Disclosure Guidelines for Bank Reporting Companies to include all the information required under amended Rule 15c2-11. Banks and bank holding companies must follow these Guidelines to be designated “Current Information” or “Limited Information” and remain publicly quoted.
• International Reporting Companies: Companies that are current in their periodic disclosure and are listed on a Qualified Foreign Exchange that requires disclosure in English will remain in compliance and may continue to be publicly quoted. Other international companies seeking to ensure their ongoing compliance may publish their disclosure directly to OTC Markets for review.

Impacted Pink companies should provide the required disclosure to OTC Markets by June 30th. This will ensure that our Issuer Compliance Team has sufficient time to review and update market status for companies prior to the rule’s compliance date on September 28th. Securities that do not meet the Rule’s disclosure standard will have their public quotes removed from Pink as of the September deadline.
