Chairman. RISK IN ENERGY DECISIONS: CONQUERING SKEPTICISM AND
NAIVETE Making the smoothest transition possible to a new energy
future means managing risk effectively. We'll be able to do that
better with an enhanced understanding of the following: today's
geopolitical and energy situation, the extent and sustainability of
the North American hydrocarbon resource base, the evolution of oil
and gas wildcatting with new technology (particularly in the West),
and the current state of the most dynamic natural gas resource play
in the Rockies -- now the most significant in the U.S. Alan
Hegburg, a Senior Fellow at the Center for Strategic and
International Studies' Energy Program, will lead off the session,
setting the stage for the conference. He will speak on the
international situation regarding political risks to energy
security Professor William L. Fisher, Dean of the Jackson School of
Geosciences and Director of the Geology Foundation, The University
of Texas at Austin, will discuss the North American hydrocarbon
resource base. Fredrick J. Barrett, Chairman and CEO of Bill
Barrett Corporation (BBC), will speak on the science and art of
wildcatting, new technology, and BBC's exploration program -- the
most aggressive in the region. Andrew Strachan, Head of Onshore
U.S. Upstream Research Group at Wood Mackenzie, will discuss the
current state of the nation's dynamic natural gas growth play --
the Rockies. 10:10-11:30 - STRATEGY CONFERENCE SESSION Political
Risks from Domestic Perspectives The Middle East, Venezuela,
Russia, China, India -- natural gas, oil and nuclear power flow
from some of the most geopolitically sensitive nations. We enhance
U.S. security when we produce energy without dependence on
tinder-box regions. Conversely, we diminish that security when we
limit drilling by political decisions often based more on rhetoric
than fact. In this new era of risk and high prices, decisions made
by elected officials and their appointees increasingly impact the
U.S. production and transmission of energy. This panel will examine
the effects of politics on the risks inherent in these situations.
Kathleen Clarke, Director, Bureau of Land Management, will discuss
the domestic situation, focusing on implementing energy policy on
federal lands in the West, especially those policies that impact
natural gas development. C. Michael Ming, incoming president of the
Research Partnership to Secure Energy for America (RPSEA), will
discuss the important role of public-private partnerships, as well
as cooperation between academia and industry, in develop
cutting-edge technologies to bring natural gas to American
consumers. Professor Patricia Nelson Limerick, MacArthur Fellow,
professor of history at the University of Colorado-Boulder and
Co-Founder, Faculty Director and Chair of the Board of the Center
of the American West, will give her perspectives on the changing
energy scenario in the region as well as how the many forces that
shape the role of the Secretary of Interior impact public land

marketplace. 1:30-2:45 - STRATEGY CONFERENCE SESSION Risk in
Implementing New Technologies to Achieve Environmental Priorities
New technology is helping bring heat, light and mobility to the
world, but there are often unintended results when new technology
is commercially deployed on a large scale. What are the realistic
capabilities of hydrogen, wind, solar, biofuels, etc., to satisfy
growing demand, and what difficulties will these technologies
encounter as they move into the market place? Natural gas, the most
environmentally desirable of the fossil fuels, confronts fresh
challenges and risks as the industry is shifting to new sources of
gas supply, including drilling-intensive unconventional resource
plays and LNG. In spite of its significant promise, LNG still faces
siting difficulties as well as numerous other environmental and
security issues. James S. Cannon, President and Founder of Energy
Futures, Inc., will talk about the extent to which renewables and
other new technologies can help avert the clash that appears to be
brewing between available, affordable energy and the environment --
specifically as this idea relates to transportation, such as
ethanol, biofuel, hydrogen, fuel cell and hybrid electric vehicles.
Christopher B. McGill, Managing Director Policy Analysis at the
American Gas Association, will address the risk local utilities run
in building a secure natural gas portfolio. These LDCs are tasked
with recognizing stable supply sources and identifying new sources,
which include LNG, unconventional and frontier gas supplies.
Understanding the nature of these gas resources is critical to the
LDC's view of future market conditions and prices. Stephen L.
Thumb, Principal, Energy Ventures Analysis, Inc., will assess the
current and future state of LNG development, both domestically and
internationally. How will LNG shake out in 2006/2007 as projects
compete for supply, customers, infrastructure and market position?

DECISIONS: CONFRONTING SPIN & DEMAGOGUERY We take for granted
secure, affordable and available energy. This session will examine
the potential consequences of that complacency in a world addicted
to fossil fuels. As the gap between demand and supply intensifies,
there is no silver bullet to reverse it. All fuels and many
approaches will be needed to accomplish the task. Fossil fuels will
be important for decades. For oil and gas, popular spin emphasizes
continuing to explore abroad for conventional resources rather than
recognizing the huge new unconventional deposits being found and
developed at home. These giant unconventional resource plays that
are emerging domestically, with the help of constantly improving
technology, are just beginning to be acknowledged -- particularly
the natural gas plays -- as critical to North America's energy
future. Professor Robert C. Armstrong, Head of the Chemical
Engineering Department at MIT and Co-Chair of MIT's Energy Research
Council. Professor Armstrong will address responses needed to
establish adequate global supplies of affordable, sustainable
energy to power the world. Meeting the need for these supplies is
the greatest single challenge facing all of us in the 21st century.
It is a "perfect storm" caused by the convergence of supply and
demand, security, and environmental crises. Charles B. Stanley,

"U.S. Natural Gas Supply and Energy Policy: Time for Compromise" --
a presentation that highlights examples of the shift from
conventional to unconventional resources and the importance of
