HDS International to Begin Marketing to Missouri Public Safety

today announced that it will begin marketing enhanced 911 and
emergency management tools to the State of Missouri May 1, 2015.
Recently funded to begin marketing technology licensed from
SirenGPS, HDSI will begin calling on public entities in Missouri
encouraging them to participate in the Company’s Public Safety
Initiative. HDSI’s Public Safety Initiative was motivated by
coverage of the tragic loss of life due to the inability of
emergency services to locate cellular callers and acknowledgement
by Federal Communications Commission Chairman Tom Wheeler that 911
location services are “broken”. HDSI will begin providing location
services as an enhancement to existing emergency communications in
May.
HDSI CEO Paul Rauner explains: “The team has
been working hard to ramp up our efforts to put location and
communication tools in the hands of the public entities responsible
for first response. May first we will be ready to start
presenting to public safety officials across Missouri. SirenGPS
enhances emergency communication with location and profiles. At the
PSAP this information can make the call go more quickly.
Distributed locally this information lets first responders in your
community see what is happening in real time. We can instantly send
location information directly to local first responders downstream
from the PSAP even if we are not embedded in the PSAP. However, it
only works if first responders in your community sign up to receive
your location when you call. We encourage every municipality to
sign up.”
As part of the campaign, public entities
accepting services will be obligated to encourage their population
to use SirenGPS Mobile, and transition their existing community
messaging services to HDSI. HDSI will provide community messaging
services at the same price as existing services. Interested
communities should submit requests at http://hdsicorp.com/. Services will be installed on a
“first come, first served” basis.
Community messaging for the six million residents of Missouri costs
approximately $1 per person annually per person in contracts that
service providers make with municipalities, counties and the state.
The market for emergency management services in the private sector
is significantly larger. Rauner says: "The State of Missouri is
currently considering a surcharge to mobile phone bills to provide
location service for emergency calls in Missouri. This proposed
initiative involves technology that is not yet market ready and
would take years to implement. Our solution is available now at
less than ten percent of the proposed cost, and we could completely
cover the state this year."
To support these efforts HDSI has negotiated
with the management of SirenGPS to start working for
HDSI. Rauner
clarified: “Bernard Mangold, SirenGPS Chief Technology Officer, and
Galina Berkovich, SirenGPS Chief Operating Officer, have both
agreed in principal to begin working for HDSI. The subject matter
and operational expertise the SirenGPS management team brings will
insure a smooth transition and enable scalable growth as HDSI
brings SirenGPS emergency communication services to market. We
expect to finalize employment agreements with them this
week.”
Mangold
brings more than 20 years of experience in development and
management of advanced research and development teams. Formerly CTO
at Addion, he has worked at Microsoft Live Labs where he
led a concept development team and developed a model for
sustainable innovation and product incubation in the enterprise.
Also at Microsoft, Bernard was Senior Director of Business
Management for the Business Platform Division (products including
SQL Server, SQL Azure, and AppFabric among others). Prior to
Microsoft, Bernard was the Director of Research Engineering at
Yahoo! Bernard holds a Ph.D. (D.I.C.) from Imperial College of
Science, Technology and Medicine in
London.
A

an integral member of the SirenGPS team since the company’s
