JAMAICA,

Terminal One at JFK, an all-international terminal scheduled
to open in 2026, is announcing the issuance of two Requests for
Proposals (RFPs) to secure world-class service providers to support
the state-of-the-art terminal. These RFPs seek two providers for
Above the Wing Ground Handling Services, and two providers
for Below the Wing Ground Handling Services to ensure the
highest standards of safety, efficiency, and guest
satisfaction.
The New Terminal One is a key component of the Port Authority of
New York and New Jersey's $19
billion transformation of JFK Airport into a world-class
gateway, which will include two new terminals, the modernization
and expansion of two existing terminals, a new ground
transportation center, and an entirely new, simplified roadway
network.
Each service provider selected through this RFP process will be
an integral partner in the New Terminal One's commitment to setting
a new standard for world-class guest service.
Above the Wing Ground Handling Service Providers
The New Terminal One seeks two Above the Wing Ground Handling
Service Providers to support guests at several critical steps in
their terminal journey. These providers will embody the New
Terminal One's guest experience mission to deliver seamless,
people-centered experiences.
Core responsibilities will include:
- Guest and baggage check-in
- Boarding and flight escort services
- Operating the Baggage Service Office (BSO)
- Assisting passengers in the re-check area
- Meeting arriving flights
- Assisting during irregular operations
Below the Wing Ground Handling Services Providers
The second RFP invites proposals for two Below the Wing Ground
Handling Services providers to deliver effective service management
solutions, including:
- Providing fully trained and experienced labor service
- Facilitating safe, smooth, and efficient operations for
customer airlines, passengers, service providers, and other
stakeholders
- Utilizing provided electric ground support equipment (eGSE) for
aircraft servicing and support

About The New Terminal One
The New Terminal One at John F. Kennedy International Airport is a bold and
exciting project to develop a world-class international terminal
that will serve as an anchor terminal in the Port Authority's
$19 billion transformation of JFK
into a global gateway to the New
York metropolitan area and the

nearly the same size as LaGuardia Airport's two new terminals
combined.
The New Terminal One will be a 23-gate, state-of-the-art,
international-only terminal. Sustainably designed and
future-focused, the terminal will feature expansive, naturally lit
public spaces, cutting-edge technology, and an array of amenities,
all designed to enhance the customer experience and compete with
some of the highest-rated airport terminals in the world.
The New Terminal One consortium of labor, operating, and
financial partners is led by Ferrovial, JLC Infrastructure, Ullico,
and Carlyle. The New Terminal One is being built by union labor and
is committed to local inclusion and labor participation, focusing
on diversity and capacity-building opportunities, including a
commitment to target participation goals of 20% for minority-owned
business enterprises, 10% for women-owned business enterprises, 10%
for local business enterprises and 3% for service-disabled
veteran-owned businesses.
