Tyler’s Excellence Awards recognize organizations that
demonstrate excellence in deploying Tyler software in novel and
impactful ways that extend best practices. Award submissions,
accepted from October 18, 2016, through February 1, 2017, were
evaluated by a panel of Tyler leadership and judged on business
value, maturity, innovation and relevance to other public sector
organizations. Additional criteria met by award winners
included:
- Creating a unique process using a Tyler
application or service that can educate other organizations
- Realizing significant savings after
implementing a Tyler solution
- Increasing staff productivity by
implementing a Tyler application or service
- Empowering employees, citizens or
vendors
The following jurisdictions are 2017 Excellence Award winners
recognized for Tyler’s Courts & Justice solution:
Superior Court of California, County of Fresno: The court
converted two different case management systems for all case types
to Odyssey — nine months ahead of schedule and under budget. They
will realize a cost savings of more than $9 million over a
five-year period and an accelerated return on investment in 24
months rather than 28 months. With Odyssey Clerk Edition™, they’ve
improved efficiency in their busy criminal court by expediting
minute orders so defendants complete their business on their court
date. Odyssey’s capabilities gave them total local control of data,
relieving the state and county of the burden, which streamlined
operations. It was one of the largest Odyssey implementations in
California to go live in all case types, making them a model of a
well-executed technology implementation and a leader among
courts.
Grayson County, Texas: As a longtime Tyler client and
fully integrated jurisdiction, Grayson County was one of the first
to implement Odyssey 2016. Use of the system enhanced workflow
automation to put Grayson County on track to becoming a fully
digital criminal justice system by 2018. Law enforcement agencies
have been enabled to perform pre-booking through the system,
decreasing the time an officer is off the streets. Increased access
to Odyssey has reduced calls to the dispatch center and improved
communication and collaboration among justice partners.
Glynn County Juvenile Court, Georgia: Glynn County
Juvenile Court is one of the few standalone courts in Georgia with
its own probation office independent of the Department of Juvenile
Justice. When they implemented Odyssey Supervision™, they increased
performance and efficiency in processing juvenile services,
enabling them to better serve juveniles and their families. Through
innovative use of Odyssey, they automated tracking and reporting
for evidence-based programs, allowing them to better meet
requirements and maintain much-needed grants. In addition, they are
the only juvenile court in Georgia to implement mandatory e-filing,
making them a model of efficiency and a resource to other juvenile
courts across the state.
Rhode Island Judiciary: With the implementation of
Odyssey, the Rhode Island Judiciary consolidated a variety of
antiquated systems and advanced the statewide judiciary to an
e-court environment. They’ve replaced numerous paper-based
processes with electronic services, including e-filing for
attorneys and self-represented litigants, e-payments for traffic
and court fees, and online document viewing for attorneys and the
public. With the e-Citations solution, 26.8 percent of the payable
summonses issued in 2016 had no user interaction because the entire
process was electronic. In addition to increased efficiency, the
new system also provided improved accessibility to case information
and documents and enhanced information sharing among justice
partners.
Honorable mentions were also given to the Superior Court of
California, County of Merced, for integrating with the
California Highway Patrol to electronically transfer citations; to
Tarrant County, Texas, for transforming operations from
manual processes to an electronic office; and to Pinellas
County, Florida, for leveraging Odyssey Attorney Manager™ to
create an automated subpoena system.
Tyler Excellence Award winners were honored May 7 in San
Antonio, Texas, where they were presented with the award and given
the opportunity to share their best practices and lessons learned
with their public sector peers.
