Departure of Directors or Certain Officers; Election of Directors; Appointment of Certain Officers; Compensatory Arrangements of Certain Officers.

On November 6, 2019, Eric M. Keitz resigned, effective December 31, 2019, as Executive Vice President and Chief Operating Officer of Severn Savings
Bank, FSB (the “Bank”), a wholly-owned subsidiary of Severn Bancorp, Inc. (the “Company”). Mr. Keitz will continue in his current role as the Bank’s Executive Vice President and Chief Operating Officer of the Bank through December 31, 2019. Mr.
Keitz will also continue to serve as a director of the Company and the Bank, where he has served since 2010 and 2009, respectively. Mr. Keitz is resigning to pursue other opportunities, and is not the result of any material disagreement with the Company, or the Bank, regarding its operations, policies or practices.
