                        JACK UP RIG ARRIVES IN CHELEKEN
                    DRAGON TO RE-COMMENCE DRILLING PROGRAMME

Dragon announces that the Lukoil Shelf Limited jack up rig Astra has arrived in
the Cheleken Contract Area, Turkmenistan to re-commence Dragon's LAM field
drilling and development programme.  Drilling, using the Astra jack up rig will
commence shortly, with three new wells planned over the next eight months.


The Chairman Hussain M. Sultan said:

"The arrival of the Lukoil jack up rig, as planned, is good news for Dragon and
it will enable us to re-commence our drilling operations from LAM 21.


As we have previously announced the jack up rig was due in our field, during the
second week of November, and I am very pleased to report that we have kept to
this timetable.  We expect to commence drilling the first well early next week".
