       Anglo Siberian Oil Company plc ("Anglo Siberian" or the "Company")

                              DIRECTORATE CHANGES

The Board of Anglo Siberian announces the following resignations with effect
from 28 April 2003:

David G M Boyd (Non-executive Chairman)
Sheikh Ahmed Abdul Rahman Banafa (Non-executive Director)
Jonathan G F Cooke (Non-executive Director)
Sheikh Mohamed Farid Al Aulaqi (Non-executive Director)

With effect from the same date, Mr Nickolay Borisenko (age 47) has been
appointed Executive Chairman of the Company, Mr Rashid Sharipov (age 35) has
been appointed Chief Executive and Mr Sergey Khotochkin (age 42) has been
appointed a Director.
