Videolocity International, Inc. (PINK SHEETS: VCTY) (www.videointernationalcorp.com) subsidiary Tactician University announces its involvement in a conference on modernizing the city of Zhengzhou's industrial system.

The Zhengzhou City Industry and Information Technology Committee held the conference and deliberated to approve the Zhengzhou Modern Industrial System Plan. Zhengzhou is the capital of Henan province and also serves as its political, economic, technological and educational centre. The city of 7.4 million people is a major transportation hub for central China.

Among those in attendance at the conference were Tactician University President Sun Ming Gao and Vice-President Zheng Jianshe, as well as prominent officials, professors and researchers from the Chinese Development and Reform Commission, the Chinese Academy of Social Sciences, the Ministry of Science and Technology, the Office of Policy Research and the China Development Bank.

The plan for modernizing the Zhengzhou industrial sector was approved following the deliberations.
